Dr. Levatta Levels
Student Conduct Officer at Dallas College and Co-founder of Our Vote Our Voice

Dr. Levatta L. Levels is a 30-plus-year veteran educator who has been an elementary teacher, assistant principal, principal, bilingual specialist, director, assistant superintendent, and superintendent.

Currently, Dr. Levels is the Student Conduct Officer for a local university in the Dallas-Fort Worth metroplex. In addition, she is a University Field Supervisor, providing instructional guidance for teacher and principal candidates, the Chief Executive Officer of Higher Levels Educational Group, Adjunct Professor, Author, Advocate, and Executive Mentor. As the CEO, Dr. Levels provides professional development and executive mentoring throughout the country.

Working with the Texas Education Agency, she has provided training and mentoring to principals across Texas for more than ten years. Known for her “transformative impact on leadership,” she has helped many schools boost student academic achievement and strengthen principal leadership skills. Dr. Levels has served on numerous professional and civic organizations, including as delegate to the Texas Democratic Convention representing Senate District 23, and on the boards of DeSoto Chamber of Commerce, Leadership Southwest, Big Brothers Big Sisters Southern Region, University of North Texas Exes, and the University of North Texas Advisory Council.

She was most recently appointed to the Dallas County Elections Committee by Commissioner John Wiley Price and was elected as the Dallas County #3101 Precinct Chair. Her passion for education and her community is demonstrated through her work with Our Vote Our Voice, the National Association for the Advancement of Colored People, the Texas Association of School Administrators, the National Council of Negro Women, the Parent Teacher Association, the UNT Black Alumni Association, and the Texas Association of Black School Educators. Dedicated to her beloved sorority, Delta Sigma Theta Sorority, Inc., Dr. Levels has served on the National Redistricting Committee and was appointed to the Texas Social Action Team, where she coordinates Red and White Day, a day of advocacy in Austin for all Texas members. In her honor, the National Council of Negro Women has established the Dr. Levatta Dean Levels Scholarship.

Dr. Levels has served on numerous panels featuring political engagement conversations, social action, and voter education, and was the featured speaker for the National Council of Negro Women’s Annual Luncheon. She has received the PTA Lifetime Achievement Award, South Dallas Professional and Business Woman’s Trailblazer Award, University of North Texas Alumni Recognition, Dallas Independent School District, and Skyline High School Distinguished Alumni Recognition.  Honoring her legacy in education, she has been inducted into the DeSoto Independent School District Hall of Honor and the African American Education Heritage Program Hall of Fame.

Dr. Levels earned an Ed.D. in Educational Leadership from Texas A&M University-Commerce.  She earned both her Bachelor of Science and Master of Education with a focus on Education Administration from the University of North Texas. She completed the Superintendent Certification program with the University of Houston-Victoria. She is most proud of her children, Leah, Ben,  Lofton, and Kaleigh, and her beautiful granddaughters, London, Lori, and Loren (Izzy).

Lynn McBee The Eleanor Sutherland Volunteer Awardee

Lynn McBee
CEO of Young Women’s Preparatory Network

As a volunteer leader in Dallas for over 30 years, Ms. McBee has contributed more than 45,000 hours of volunteer service to over 30 nonprofit organizations. Her thoughtful and engaging ability to embrace change has fostered meaningful progress on several vital community issues, including enhancing K-12 education, addressing the needs of unhoused citizens, protecting children, fighting intimate partner and domestic violence, and supporting underserved students' success in college.

 

As Chair of The Bridge Homeless Recovery Center Board of Directors, Ms. McBee has offered governance over the expansion of shelter capacity, forged partnerships with faith-based organizations, championed innovative recovery-to-housing pathways, and ensured that engagement and communication with local neighborhoods are prioritized. Her leadership ensured that hundreds of men and women received not only temporary safe and secure refuge, but also access to case management, job training, and recovery-focused treatment to rebuild lives.

 

In early 2022, Mayor Eric Johnson appointed Ms. McBee as Workforce Development Czar for the City of Dallas. In that role, Lynn coordinates public-private efforts to close skills gaps, align training programs with growing industries, and expand wrap-around supports for job seekers. Under her leadership, the City of Dallas has launched targeted upskilling initiatives, especially for displaced and underemployed residents, and strengthened relationships between employers, community colleges, and workforce boards to promote inclusive economic growth.

 

A biochemistry graduate from the University of Texas, Ms. McBee was an early hire at New England Biolabs, where she started as a research scientist and later formed strategic partnerships that supported the company’s growth. Today, NEB is a global leader in genomic research, with more than 700 employees—and Lynn remains an active manager and employee-owner.

 

Ms. McBee has served as CEO of the Young Women’s Preparatory Network (YWPN) for over eleven years, a public-private partnership that establishes STEM-focused, all-girls schools of choice. During her leadership, Lynn has increased revenues by 300%, expanded YWPN to 12 campuses, and built strong partnerships with school districts, achieving a 100% college acceptance rate for graduates, many of whom are first-generation college students.

 

Best known for her civic leadership and philanthropic endeavors, Lynn currently holds or has held leadership roles on more than 100 boards and committees, including:

Ms. McBee is also an active member of several community groups, including the Dallas Breakfast Group, The Crystal Charity Ball, Charter 100, The Dallas Assembly, Dallas Woman’s Club, and previously served as President and Ball Chairman of the Junior League of Dallas and as Ball Chairman for the Cattle Baron’s Ball.

 

Lynn’s service has earned her numerous honors, including the 2021 Juanita Craft Humanitarian Visionary Award, the 2022 Maura Award from the Texas Women’s Foundation, the 2023 Volunteer Now Lifetime Achievement Award, and recognition as a 2024 Dallas Business Journal Women in Business honoree.

 

A native of Freeport, Texas, Lynn’s guiding principles of lifelong learning, integrity, and commitment to helping others have steered her journey from public school classrooms to the forefront of biotech innovation, nonprofit leadership, creating new opportunities for underserved communities, and improving the City of Dallas.

Froswa’ Booker-Drew, Ph.D., is a Network Weaver who believes relationships are the key to our personal, professional, and organizational growth. She has been quoted/featured in Forbes, Ozy, Bustle, Huffington Post, Modern Luxury, and other media outlets due to her extensive background in leadership, nonprofit management, philanthropy, partnership development, training, and education. She is the CEO of Soulstice Consultancy, LLC, providing organizational development/culture support, leadership training, community engagement strategies, and philanthropic/partnership guidance for institutions. She is the CEO of the R2 Foundation (Restoration and Reconciliation Foundation), a nonprofit organization that supports Black-led initiatives.

Carol Donovan is a native of Dallas, a retired attorney and mediator, and the former Chair of the Dallas County Democratic Party from June 2015 to June 2021. She has a Juris Doctor degree, a certificate in nonprofit leadership, and Texas Mediator credentials. She has practiced law in Dallas for over 40 years, with an emphasis on mediation and probate law since 1993. In her profession and community work, Carol has worked to resolve disputes and facilitate communication. In addition to practicing law, she has served as a nonprofit executive, community volunteer, and public speaker. However, her favorite role is as grandmother to five almost-perfect grandchildren.

Margaret Keliher is a prominent figure in Dallas, Texas, known for her diverse professional background and community involvement. She is a practicing attorney with a focus on litigation consulting and has served as the Chief Executive Officer of the Dallas Breakfast Group. Keliher is also the former board chair of the Trinity River Audubon Center and has been involved in various civic and legal roles throughout her career. She holds a Bachelor of Science in Accounting from the University of Virginia and a Juris Doctor degree from SMU Dedman School of Law. Keliher has been instrumental in advocating for clean air and has been recognized for her leadership in both legal and community service roles.

AJ T. Cole is the Founder and Managing Editor of the Garland Gazette, where she leads the newsroom in compiling comprehensive coverage of local issues and news within the greater Garland area. With a career largely centered on missions that support community health and public safety, Cole is passionate about fostering engaged communities, believing that an engaged community is a safe community—and engaged communities vote. In addition to their role at the Gazette, Cole serves as the Director of Communications for the League of Women Voters of Dallas.
