| Mental Health Services and Dallas County Jail
Have you wondered what is, or is not, working in mental health services at the jail?
Or in the community to prevent incarceration?
Did you see the article in the Dallas Morning News, Sunday, December 21, titled “Juvenile director transforms facilities, culture, programs"?
Some LWV Dallas volunteers and Human Rights Dallas are building a coalition to analyze the system. If you know of any organizations working in this area, please share their contact information.
We need help conducting interviews, research, analyzing data, and writing the findings. Our next steps are to clarify the ways volunteers can help, establish guidelines for interviews, and add organizations to the coalition.
In the analysis we are seeking to:
- Focus on the community's mental health services, those provided to pre- and post-trial detainees at the Dallas County Jail, with a view to finding links between the two.
- Identify the availability and accessibility of diverse community mental healthcare, which might prevent the arrest of those suffering from a mental illness, or, if arrested, divert the mentally ill from serving jail time.
- Identify recognized best practices including those that improve outcomes.
- Identify procedures and practices that exacerbate mental health issues.
- Identify types of accreditations and impacts of having accreditation.
- Address gender differences in the identification and diagnosis of the need for mental health services, the access to services, types and quality of services provided, and other issues in the jail and community, for families and youth.
Our goal is to assemble our facts by late Spring or early Summer 2026 to advocate Dallas Commissioners Court as they are developing their budget.
Jennifer recommends that if you are looking for something to read, please look at Alisa Roth: Insane: America’s Criminal Treatment of Mental Illness.

We look forward to hearing from you!

Drawing from her research in political communication, women in politics, veterans politics, and congressional behavior, she demystifies everything from voting and government processes to the core principles that shape our nation. This program is perfect for anyone eager to build civic confidence in their families or classrooms, strengthen community engagement, and learn accessible ways to make political conversations feel natural—not intimidating.
